INLAND WETLANDS/CONSERVATION COMMISSION


Minutes                                   - 1 -                                                June 18, 2014

THE FOLLOWING ARE MOTIONS MADE DURING THE REGULAR MEETING OF THE INLAND WETLANDS AGENCY/ CONSERVATION COMMISSION – MADDEN ROOM

Chairperson Warren called the meeting to order at 7:00 pm

PUBLIC PARTICIPATION:  none

PERMIT EXTENSIONS:  none
CORRESPONDENCE AND REPORTS:   none

BONDS:  none
MINUTES:  6/4/2014.  Approved by consensus.

CONSERVATION COMMISSION:  The scout project for the construction of an information kiosk and replacement of the bench at the wildlife sanctuary should be complete.  

WETLAND OFFICER’S REPORT:   Mr. Folger advised the commission that an application would be forth coming for 117 Cliffwood Drive.  In 1995 this commission approved the Cliffwood Estates subdivision which included an approval to fill wetlands to accommodate a driveway on the last lot remaining to be developed, 117 Cliffwood Drive.  That approval has long since expired and the current owner would like to renew that permit, which means making a new application.  Mr. Folger stated that the site had been altered from the time of the original application so he required a new site plan.  The original wetland mapping was done in 1987 by Lou Ilgen, a certified soil scientist.  Another mapping was done recently by John Ianni, a certified soil scientist, who did not find wetlands in the front portion of the lot though the 1987 mapping does show them.  Mr. Folger would like to recommend that the applicant do a wetland map amendment to acknowledge the change of the wetland location due to the fact that when the approval was granted in 1995 it was based on the 1987 mapping.  Mr. Folger would then have them proceed with the site plan.  Mr. Folger will request that the North Central Conservation District provide a third party review of the wetlands on the site.

PUBLIC HEARING:  none

NEW BUSINESS:

Appl.# 14-37P – Evergreen Walk LLC – 151 Buckland Rd. – Inland Wetland/Conservation Commission application for the construction of retail buildings, earth filling and grading, stormwater structures, parking, and associated improvements on property located westerly of Buckland Road. Gateway Development (GD) Zone.

Phil Forzley, Fuss & O’Neill, reviewed pertinent aspects of the application in order for the commission to make a determination for a public hearing.

Motion to:  hold a public hearing on July 2, 2014 for Appl #14-37P due to the potential of impact to a wetlands and the potential for public interest.

The motion carried and the vote was unanimous

OTHER BUSINESS:

Commissioners were asked if they would like to receive agendas and meeting packets by email as well by regular mail.  The consensus was just the agendas by email to serve as notification of an upcoming meeting.  The entire packet will then be sent by regular mail, as it is currently.

APPLICATIONS RECEIVED:

Appl. #14-34W – Richard Hayes House Lot – 944 Pleasant Valley Rd – Inland Wetland/Conservation Commission application for the construction of a single family house on an existing lot, and associated utilities on property located of easterly of Pleasant Valley Rd. Rural Residential (RR) Zone.

Appl.# 14-37P – Evergreen Walk Associates – Tamarack AvenueDetermination of Public Hearing - Inland Wetland/Conservation Commission application for the construction of a retail building, earth filling and grading, stormwater structures, parking, and associated improvements on property located westerly Buckland Road. Gateway Development (GD) Zone.
